Disconnect the solenoid electrical connector while engine is running at idle. If the rough idle/stalling improves, the solenoid was being held on — check for wiring short to power or ECM driver fault.

Measure voltage at the solenoid connector with the key on, solenoid disconnected. There should be battery voltage on the supply wire and no ground on the control wire when the solenoid is commanded off. Ground present with solenoid commanded off indicates a shorted ECM driver or wiring issue.
