What Does P0645 Mean?
The PCM/ECM has detected a fault in the air conditioning (A/C) clutch relay control circuit. This circuit allows the PCM to engage and disengage the A/C compressor clutch. A fault here means the PCM cannot properly control the A/C compressor, so the air conditioning may not turn on, may stay on constantly, or may cycle erratically. The driver will likely notice no cold air from the A/C system or unusual A/C behavior.
Common Causes
30%
Faulty A/C clutch relay stuck open or closed
25%
A/C compressor clutch coil failure (open or shorted)
20%
Wiring issue in the A/C clutch relay control circuit
15%
Blown A/C fuse
10%
PCM/ECM output driver failure for A/C relay control
Diagnostic Steps
1
Check the A/C clutch relay fuse first. Replace if blown. If it blows again immediately, there is a short in the clutch circuit.
2
Locate the A/C clutch relay and swap it with an identical relay from another circuit (horn, fog lights, etc.) to test. If A/C works with the swapped relay, the original relay was faulty.
3
Using the scan tool, command the A/C clutch on via bi-directional controls. Listen for the relay clicking in the fuse box and check if the compressor clutch engages.
4
Measure the A/C compressor clutch coil resistance at the compressor connector — typical range is 3–5 ohms. An open (OL) reading means the clutch coil is burned out. A very low reading indicates a short.
5
Check the PCM control signal to the relay. With the A/C commanded on, the PCM should provide a ground to the relay coil control wire. Verify with a test light or voltmeter at the relay socket.

The most common cause of P0645 (A/C Clutch Relay Control Circuit) is: Faulty A/C clutch relay stuck open or closed
Typical repair costs for P0645 range from $20 to $500, depending on the vehicle, location, and whether you do it yourself or go to a shop.
The vehicle is safe to drive. This is a comfort issue — the A/C will not function properly. However, if the A/C clutch is stuck on, it can cause excessive engine load, belt wear, and compressor damage. If you hear unusual noises from the A/C compressor, stop using the A/C and have it repaired soon.
Start by connecting an OBD2 scanner to read the code and any freeze frame data. Then follow the diagnostic steps specific to P0645 to identify the root cause.
